Our assignment is to build 4 <5 story> housing each tower 50 homes totaling 200 family unit and 1 <10 story > with bottom floor “ reception area, training area, coffee shop, administration building” with top 9 floors have 10 units each floor for living units 90 homes totaling all 5 towers encompassing total 290 units for low income rental units at $975 month, building on donated government 40 acres parcels, which is total 290 units housing mean avg one Veteran and spouse and 2 children in 290 units at living space 970 sq ft, 2 bed/1 bath units for sum total number 1160 member and their family...
Main concept is “rent controlled 10 years” by state, federal, tenant base rent control committee and Romans7, full transparency format that is easy to understand.
Currently private research entities like universities, book authors, and the Dept of Education all have “different numbers for Homeless population”, and it matters to those who “are homeless”, on a given day/Nite in Jan 2024, HUD performs assessments on those experiencing Homelessness at 771,480, Dept Education in its publish reports 2022-2023 assessment that just children going to school there are 1.4 million children homeless in their count including living in shared housing, hotels, motels, trailer parks, camping grounds, emergency shelters, living in public parks, cars, bus/train stations or abandon buildings, while New York Times journalist Brian Goldstone, book “Working and Homeless in America(2025) assessment is counting Homeless who have job and living in car is 6x HUD assessment of 771,480 which equals 5million... and saddest consequences of children living in cars, abandon buildings with parents is Child Protective Services removes 20% of its children population and now their Orphans..
The moving forces that produce over 5 million homeless population in USA is the following:
1> Stagnant Wages, since 1985 rents have outpaced salaries by 325% and employers enact “just-in-time" work scheduling hours to be under 40 hrs.' so no need for benefits which has collateral effect on household budgeting to balance check book!
2> Inadequate tenant protection, 10% of available rental stock control by private equity firms that create tenant hotels with no tenant rights protection and evict without tenant rights...and massive inner city real estate speculation that remodel's former low income housing to new “arts district” and predatory eviction practices to evict prior tenants who now cannot afford new area rents with property management income guidelines 3 times rent to qualify...
Developmental Politics, an online watch dog affordable housing, reports in 2025 we will need 6.8milliom rental units to house low-income tenants in USA!
1> specific aims/goals of proposal, which is/are solving Homelessness in USA and our objectives for that immediate goal , which is simply not re-inventing the wheel, but following a proven success model which is “Housing First Policy”, which prioritizes providing stable housing to individuals by government land leases to social housing providers, local government, non-profits with subsidize loans over 41 yrs, and keeping land ensuring rents are stable over 10 yrs of income/comparative wages increase with tenant participation..

What is Housing First Policy, Finland, which for clarification is a free, democratic country with full voting of its Citizens, took revolutionary approach several yrs ago when they “had” shortage affordable housing and homelessness and built over 3.2 million apartment homes which are 62% owner-occupied and 34% tenant based and 1/3 of these affordable apartment homes are finance by state/federal subsides. The scope of Housing First Policy is the location of homes close to workplace to manage salaries, and prioritization of those in urgent need to receive affordable home...
The European Affordable Plan, announce 3/17/2025 by European Common Market Members, announce the success project enacted by European Association of Public Banks on how they address Affordability of Housing by encouraging: <1> private investment <2> re-acting specializes affordable entities <3> better public measures <4> public money alone will not be sufficient, EU needs a voluntary social investment framework to provide the missing orientation for investors, help direct investment towards housing, but also health care and education, <5> social housing subsidies', <6> agreed on rents do not exceed certain income/rent cap rates over 10 yrs irrespective of tenant or owner change and <7> a comparable rent schedule is drawn up by representatives of the interest of landlord and tenant!
.....AS we sit here today in USA 12.1 million renters are immediate risk of homelessness....people's homes in our country are treated as a commodity...and inner cities are being bought as urban renaissance and cities former rail line districts transformation to city centers for middle class and wealthy leaving low income people/families with no home to afford and these homeless with jobs are the people around us working Walmart, McDonald’s, driver Uber cars and living in them,, and poor working class with rents up 65% over 5 yr period and worst criminalization of being Homeless !..And I realize all research is #1> data driven < MEANING I QUOTE STATISTIC I HAVE TO SHOW WHERE IT CAME FROM>,
** we will validate total “gross homelessness population in USA” that includes 5million Senior citizens at risk living below poverty line, gather numbers from Dept. Education ,HUD, universities ,and reach a consensus of number of souls Homeless that is agreed upon by agencies and issue a call to action plan, with understanding ½ of HUD 771k numbers <385,000 chronic homeless> are chronic Homelessness by choice, consume by alcohol/drug addiction and they are bio-hazard group that “has to be dealt with". And July 25, 2025 federal government < Trump> just outlaw camps, homeless and sign arrest warrant's for all states to round up homeless into internment camps with drugs/alcohol treatment and priority woman and children first in camps, this is positive news "but" as indicated Housing First is "not" failed policy for 12 million citizens in USA, we have to have (1) rent control,(2) building projects with Apartment Tower homes with community centers in each one is priority (3) progressive funding under government initiated land donation ,monitor by state and board of renters/owners on voted rent control, let's not make mistake calling drug, alcohol chronic 385,000 homeless the problem 100% when we have 12million at risk with job or social security check and the chronic homeless, are less 5% of homeless...or actual problem!
we have research South Korea's high-rise projects as key to affordable apartment homes format.... in 2026 building 5 towers each will be 5 story apartment homes with <1> 10 story center tower supporting 290 units < or 4 people each unit is #1160 souls living under affordability safe home "they can afford"...,
Project to be built Las Vegas, Nevada on donated 40 acres land and land has to be joint partnership with city-state, federal to subordinated land to development loans for subsidized rent at $975 month, and projects will be govern by government rent control that includes renters rent control committee's so apartments do not become Commodity for rich, and first tenants will be (a)Veterans as senior citizens, (b) Veterans with families,(c) medical challenged seniors who are not Veterans if space permits.

This positive income is providing 290 units to Veterans and their families who cannot afford $1500-2000 month rents but “can afford” $975, and they will pay monthly water, sewar,trash.electricy,cable,internet as normal renters..and they are seeking 10 yr fix rent control.....and they come to us calmly and not crashing in from living on streets, meet with counselors and pay first month rent and $500 security deposit...
But we can see this is “not enough” ....and we must add 2nd grant currently available, FOA-VETS-26-01, for Veteran training for Homeless bound Veterans!!!
14> This new additional grant will provide $500k ceiling which is 3 yrs at $13,888 month.. to support emergency housing and training .. Mainly for 10 story center building to be community center to place emergently Veterans and families arriving seeking shelter and permanent home...would have to set aside 3 floors in 10 story center tower for emergency Veteran housing which equals 30 units housing Veterans in emergency housing and add new special 2 bed/2 bath units and match families to each other to house 2 Veterans /family in emergency housing units.. < 2 member Veterans family each unit>, and a programs “has” to implemented whereas emergency Veterans are match with each other to split “rent” ( $487.50/487.50> with verifiable income proven, project is not sec 8 housing, is not free rent/handouts, is for Veteran Families who need affordable housing 10 yrs!!!
Taking in emergency Veterans in 30 units at $975 rents thinking shortage of capital coming to us, then we have fund out of positive income of $31,000 at $29,250 30 units not being rented full rents monthly , and with 2nd grant spread out over 3 yrs we have $13,888 each month for transportation to VA medical center, and 2 case workers hired at $3750/3750 salaries to place homeless veterans in job training, child care, and incarcerated Veterans a home to come home to !!!..........
At end of 10yrs with full rent control implemented, we arrive at end of tenure and project is to be sold at current values 2036, individual units with first rights of purchase Veteran tenants, and
Total Sale Funds pay back $23,153,00 grant at 0%, and State/Fed will be paid back value of donated land at 2026 appraisal value, and any positive income from 290 unit sales to be rendered to Romans7 non-profit as profit/income to build further affordable projects as opportunities present itself....
Conclusion, this a 290-unit apartment tower housing 290 veterans and their 3 family members on avg plus added 30 unit emergency Veterans which is 1300 people we are helping tied exclusively to Veterans, comprising over on a first come first serve basis, with any vacancies not filled open to senior citizens with disabilities and their families, the governing board will be Veterans over site and selection committees all Veteran's. Volunteers in project will be Veterans for added security patrol, greetings and mentoring emergency Veteran shelter coming into reception center in 10 story building...there will be <1>nurse assistances hired to service each tower as well as <1> security guard each tower...
This is a community-based project with full pay back end 10 yrs on grant loan with land value donated to project paid back and chance for Veteran to own unit end 10 yrs with Veteran 100% loan financing at current market value in 2036...
.... this is not charity, full pay back and full accountability on funds to help Poor in Spirit to receive permanent, safe, affordable housing.... 580 Children from Veterans families will be monitored to avoid gangs, drugs and programs must be implemented for playgrounds, teen activities under Religion base with Veteran monitoring..., and will be smoke free environment, Veterans helping Veterans to be safe and families safe with job training and health care.....and now 7000 sq ft reception will be training over 70 Veteran's 2 times day, 5 days week @700 women,men,children, incarcerated veterans who Paroled out, in a family Veteran environment and building project will embrace no carbon footprint design < solar, sewage recycle grey water and trash recycling, and open thoughts for 500 cars shelter covering with solar panels to provide no cost energy for common areas. Which is the mandate of this Grant attained to be accountable to Grant’s Strict mandates ......

Topic> purpose of Romans7 to implement a 3 year, two-fold grants of Federal funds being <a>75% $1,200,000 award ceiling and private placement (b) 25% from concern stakeholders, crowd funding, large endowment funds totaling $400k...and in additional to Federal grant ceilings...we forecast further investment to cover transitional monthly housing Victims required funding shortfall $441,200 is needed to raise to complete total funding goals over 3 yrs totaling $2,041,200 which will have to be separate from federal grant, explained in budget., for charity federal grant funds $1,200,000 and private placement funds $841,200 to accomplish total goals forecasted in proposal presented.
Romans 7 purposes to implement the “Welcome Home” program” project to Southern Nevada metropolitan area to include the epicenter “Las Vegas” who prides itself being Sin City,” what happens here, stays here”....
The mission of Welcome Home is safety net for victims of Human trafficking in Las Vegas city who embraces 70,000-day tourist arriving airport, bus, auto and now high-speed train from Los Angeles. Victims are predominantly teenager's runaway from dysfunctional homes, and aging out teenagers from foster care or State orphanages { 23,000 teen agers each yr aging out foster care with 20% immediate homeless and withing 18 months 31-46% will face homeless and half will not graduate high school and 25% will face jails incarceration}, arriving in Las Vegas with no money into the opening Arms of hustlers representing Sex houses , predators at bus stations, airports, solicited teenagers into drug environment day one, 2 yrs later we find teen agers burn out at 20 yrs of age, in sex with strangers at hotels 5 times week, 20 times month, 250 times a year and 2 yrs later that's 500 tricks, prostitutes delivered to hotel rooms, that's 750 days of constant drug intake, with receiving no money, extreme violence, used and burnt up.....We realize that to have a chance of Redemption we have reach these “children” before they fall into in-escapable trap of prostitution and drugs because at 2 yrs shelf life when they arrive at Welcome Home half way house, we begin by offering counselling, health, medical, job training ,but the Mind/Body is telling these fallen angels < run-aways> to return to drugs, prostitution perhaps with new ideas to “keep money ”from prostitution”.....
Welcome Home, concentration is intervention before insanity begins, working with 100 area churches, City, Casino’s, concern citizens, police dept [ in providing photos of Sex Traffickers soliciting run aways, and forensic interviews with Victims who these sex traffickers are, their location and mode of operation], safe house for boys, girls to bring victims to safe area, and develop a comprehensive, multidisciplinary, trauma-informed program for trafficking victims that implements drug-based assessments and screening and assessment tools; developing and implementing a multidisciplinary re-entry collaborative case management and coordination team and designating community based, peer-run and faith based programs to provide alterative to violent, drug environment escape from expected outcome.
Location> Las Vegas, Nevada, will be corporate office and counseling area and Pahrump, Nevada will be 30 bed remediation center to house Victims with bus service from Vegas and Pahrump weekly as need arises, until semi-permanent placement units are located to place per Victims in Las Vegas per individual assessments until Church, private placement are assigned, it is estimated that 350 victims per year will past thru our temporary housing centers in Pahrump, Nevada.
Structure of Welcome Home is 2-fold, 1> find run aways before they entered sex trade by having booths at airport, bus stations, plus internet search marketing to set up “chat rooms” for on-line HELP” before they leave place of domicile and petition Casino’s to get involve and stop sex workers headed into casino’s who hotels hold over 5000 hotel rooms and petition City leaders to adapt and change its Image of SEX/Sin and who its harms, and <2> we will operate a max capacity of 30 beds holding for escape Victims and work with churches / outreach centers to place full time residency to house Victims, while we welcome training, counseling, job placement support services with joint coordination goal for reduction in recidivisms to return to streets and pursuing sex, drugs.
What makes Romans7 different from all non-profits, city, counties petitioning for grants is we are full accountability, in sense we meet, we tract, we follow up with Trafficking Victims on “result basis”, not an agency loading counselors with 100 cases, just to justify grant expenditures, justify salaries, and political events hand shaking, our goal is be their friend, stern father/mother/teacher who care and we call, interview, train, provide mental/physical care to ‘Stop Circle of Insanity ‘before it begins with the ever shadow of a God who cares’ < God is clear that under 20yrs of age & under is classification as not being mature enough to be judge for accountability {‘Numbers 14/24-38}’>..they are all our children!!!

Executive Summary

AFPI 4/7/2025, over 3.4 million gallons day wastewater escapes to TJ river with major brecks in Mexico pipelines that are 120 miles long. In extreme weather storms discharge over 14.5 billion gallons of sewage into TJ river, that flows to Pacific Ocean, northward to San Diego coastal waters, by passing existing sewage plants.

UPDATE: Cabrillo National Monument tidepools back open after sewage spill
SAN DIEGO (FOX 5/KUSI) — County officials placed the Point Loma shoreline under a water contact closure after thousands of gallons of sewage spilled from a nearby wastewater treatment plant.
The closure to the area surrounding the Point Loma Wastewater Treatment Plant was implemented on Tuesday after approximately 5,875 gallons of sewage leaked into the ocean, according to the county’s Beach and Bay Water Quality Program.
Popular coastal areas like the Point Loma tide pools and the Point Loma Ecological Reserve are impacted by the closure. A map of the spill can be found below.

FEMA comes to San Diego to help flood victims
No details about what caused the spill or how long the water contact closure may be in place were immediately available.
Beachgoers are urged to avoid coming into contact with the water in the area, as bacteria levels higher than health standards were detected.
The Point Loma closure joins four other chronic beach closures due to the ongoing crisis of sewage flowing through the Tijuana River Valley from failing wastewater treatment plants along the U.S.-Mexico border.
As of Wednesday, shorelines of Imperial Beach, the Tijuana Slough, Silver Strand, and Coronado remain closed to the public because of bacteria exceeding health standards.
